Why is Cost Data Import not working in Google Analytics?

I'm trying to upload expenses to Yandex Direct through the Google Management API. In the history of custom data sources, download attempts appear, but the data is not visible in the statistics.
Moreover, the first download in the history is displayed as "Add", and the subsequent ones as "Clear", but there is no data from either the first or subsequent downloads. Nobody faced such a problem?
