Why is an ASP.NET Core Blazor project created in Visual Studio 2019 in VS Code not seeing css styles?

I have a Blazor project created in Visual Studio 2019, why is this project not seeing the css styles when compiling in VS Code.
If you create it in VS Code from scratch, then everything is fine
