Why is a certain folder in public not visible?

Hello. I've been fiddling with this problem for a long time and Google did not answer sensibly. I also cleared the cache. But all paths to the /public/ folder work fine, for example: /css/style.css, but as soon as I access the /icons/style.css folder

Not Found
The requested URL /icons/style.css was not found on this server.
Apache/2.4.25 (Debian) Server at * Port 80

And of course there is a file. Moreover, the response will be received from Apache, and not from the laravel handler, as it should be. What could be the reason?

5 years ago I also encountered this problem) as I understood this word is reserved for apache, I just renamed the folder and it all worked
