Why is 127.0.0.1 not working?

Debian

Installed OS debian 7.8. After apt-get upgrade, nginx stopped working.
When accessing 127.0.0.1: The connection timed out.
In the logs: /var/log/nginx is empty.
Please tell me what is the problem?

Is nginx on localhost listening on the right port?
Is the ngnix server running at all?
ps aux | grep nginx
