Why in VK API users.search starts returning null results? How to deal with it?

Hey!
I don’t understand at all, WHY after 50 users found, users.search starts to play up and say that nothing was found.
Can this be avoided?
How long does such a "ban" last?
Is it possible to extend the rights of users.search, for example, for a fee?
