Why in the domain controller on samba will not synchronize on NTP time for Windows clients?

Hello, the next problem is there is a domain controller on samba, there is also ntp and bind9 in the domain, there are screw clients in the domain, and so the problem actually is that some of the clients run to the server to synchronize their local time, and some do not want to do anything and use their local clock, maybe who faced? and knows how to force them all?
What has already been done:
1) A group has been created. a policy that is clear to everyone, in theory, should force.
2) forced synchronization via net time (it helped, but not every time it's all synced by hand)

check if the specified group policy is applied (and if there are no errors in application).
Are the timezones on the clients correct?
Well, on clients, you can run the following command once:
or register a well-known computer (on which ntp) (w32tm /?) with the w32tm time source
