Why if opencart then layout on bootstrap 3?

I look at online stores on Bitrix, there is a layout on both flex and bootstrap3,4, and I still don’t know what layout. As soon as the online store on opencart, the layout on bootstrap3 was not even found on bootstrap4. Tell me please, what is the reason for this? Designing an online store for opencart on flex is a bad decision?

Everyone I know for simple projects on opencart simply takes the default template as a basis, which is just the same on bootstrap 3, and even the new oc3 (the first non-beta version of bootstrap 4 was released in January 18th, and oc3 in June 17th, it’s obvious why btsp3) .
But this is by no means a panacea, make up on anything if it suits your needs.
