Why flash-advertising hangs on Habré?

Recently (more precisely, for 2-3 years), articles about the vulnerability of the flash player constantly appear. It regularly becomes outdated and swears at flash inserts into sites; in general, many turn it off.
But on Habré and toaster, advertising in the form of flash still hangs.
Is it difficult to replace it with something more modern that does not require an extra plugin?

Every product has vulnerabilities, it's just that adobe has begun to seriously deal with its jambs, otherwise flash is dead, and if they put it in order, you see, it will stop losing its place in the market

So what does Habr have to do with it? You can programmatically disable FP updates, with all the consequences. Or just turn off the flash, since you do not need it. Or use plugins that prohibit / allow the use of flash on certain pages.
