Why files are not overridden in woocommerce?

Good afternoon.
For some reason, the wokomers files are not redefined.
I do everything as usual, I create a folder in the root of the woocommerce theme and insert the folder and files that I need to customize into it.
woocommerce -> cart -> mini-cart.php

but no changes are applied to this particular file, I read somewhere what should be written in config.php. I prescribed and set it to true and fall mode and nothing helps, I don’t know what to do *( define( 'WC_TEMPLATE_DEBUG_MODE', true );
