Why files and images are not uploaded to Internet resources?

There was a following problem.
When you try to upload an image or file to an Internet resource, the download is interrupted.
In the chrome console, an error occurs ERR_CONNECTION_RESET (for mail.ru)
AND ERR_SSL_BAD_RECORD_MAC_ALERT (for VK).
The whole point of the problem is that another PC is eating, connected in this way to the network, and everything works.
Tried updating drivers, didn't help. Reset browsers to factory settings. There are definitely no viruses on the PC, I checked.
Help me please.
