Why don't user mentions in telegrams work?

Good afternoon, I ran into a problem with tags in the telegram.
Mentions work every other time, on some mentions do not work at all.
Earlier, I read somewhere that there should be no more than 50 users in the list of mentions for it to work, I also tried to drop files and a description, I also tried to use the list of users for mentions and without success the same problem.
Ideally, this function only works when you make a mention of only one user.
The question is what and why this function may not work correctly and are there any alternative ways?
I often upload music to my group and tag people, but it works either every other time or it always tags only a couple of people!

up to 50, otherwise there will be no notification

This is one of the flood protection measures that Telegram uses.
