Why don't site files change when developing on Open Server?

I am writing a website in laravel, Open Server software. When changing style files, js scripts, it does not lead to any results. That is, I changed something, but nothing has changed on the site. If you open the desired file in the browser - it is changed, it is shown everywhere that it has been changed, but the site does not react in any way ... What should I do?
PS This file is connected, I checked.

ctrl+f5 helps 95% of the time.
