Why don't serious companies optimize images on their websites?

Very often I stumble upon sites of serious companies, where images take up about half of the total weight of the site. Almost always, images can be compressed without any apparent loss of quality.
udm.mts.ru
Initial site weight 4.8 Mb
If you compress the 4 heaviest pictures, then the weight will be: 4 Mb.
https://alfabank.ru
Initial weight: 2.1 Mb
If you compress 1 heaviest picture, then the weight will be: 1.45 Mb.
The question arises: what am I not understanding?

What for?
This small business has to somehow fight for results in search engines.
For large companies that have the Internet, this is not the only way to promote, it can only be an extra cost item.
Look at the Google site? To what extent does he comply with his own recommendations?

Yes, it’s constantly they just don’t bother, no one watches the weight there, but if the director notices that the picture is “something not like that”, then everyone will get it. There are other errors, and not a few, constantly found.

What about the meaning? 4.8 megabytes even 3zh easy to load. And optimizing pictures means spending money, plus the pictures will look like shit.
