Why don't rspec tests pass?

In this book ( railstutorial.ru/chapters/4_0/sign-up#sec-signup_f... listing 7.18 doesn't make the tests green. The tests say that there is no create controller. I did everything according to the book. Is this a mistake in the book or mine?

In Hartle's book all tests work, check the original sample_app on github
