Why don't programs always start at startup?

When connected to one Windows - automatic launch of programs (Programs tab) is triggered, to others - no. Most of the time it doesn't work. With what can be connected? Thanks to.

when connecting through what?
maybe it's just not configured to run the program on certain Windows?
if you are sure that it is configured, Windows logs to the studio
