Why don't Google and Yandex see links?

About a month and a half ago, a fairly popular site in its footer (from all its pages) posted a link to my site. Here is the site that posted the links https://goo.gl/wJLN2Y
Here is how the link looks like https://pp.userapi.com/c850624/v850624697/1d979/As...
Yandex webmaster shows a link from that site, but only one, from some deep, deep page.
There is no google console at all.

This happens with cross-links-images. It is interesting that the link is not closed from indexing, but nevertheless it is not in the Google webmaster. The first option is to wait. The second option - for some reason, Google does not want to show it in the webmaster and will not show it. In any case, there is no reason to worry, since end-to-end image links from the footer tend not to be displayed in webmasters.

put a Google or Yandex user agent and see if there is a nofollow or noindex for the link, div or class.

Look at the link on the modem - it probably starts blinking or even disappears during the break. If so, you yourself described the possible reason for the disappearance at the end.
Perhaps the modem itself has become "bad" to work. If it works in router mode, watch its load.
