Why don't Django template tags work?

Problem! {% load static %} doesn't work in the html document, it just doesn't see them at all, because of this I can't cut statics, so I have to access templates from the Internet, I also can't cut blocks. Someone help Django newbie, I've been struggling with this for 4 days now.

There are no template tags here, but I suspect/guess that it does not work for the reason that this block is not in the parent template. {% block navigation %}
