@shambler81

the domain is not SECRET security officers pancake. you pay money to Yandex for his knowledge.
And as a result, IP too.
But fixing your problems without proper information becomes more difficult.
https://mxtoolbox.com/emailhealth/
drop it in and see what it gives
How your web server is built is also a mystery, even if they say you have a Bitrix VM or not (the VM has an external mailbox)
If it is local then you need to change the SPF not a redirect but inclusive.

v=spf1 ip4:IP-1 ip4:IP-2 ip4:IP-3 include:_spf.yandex.net ~all

Why don't customers receive mailings from Bitrix?

I will tell you more - and in the future it will not reach, now everything is done in order to force potential customers to switch to commercial tools for mass mailing. If you don’t want to get into the spam database and you need to see normal statistics and email scheduling, then it really makes sense to think about this at the design stage.
All my projects have been transferred to third-party mailing services, including notifications.
In your case, dmarc, soa, mx are not configured
