Why don't custom snippets work in PhpStorm 2016.1.2?

Hey!
I want to add snippets - https://github.com/matiaspub/bxCompSnpt
I throw xml into \\.PhpStorm2016.1\config\fileTemplates (the instructions say what is needed in ...\config\templates\ but apparently this is for older versions)
The file appears in Setting -> File and Code Templates
But not a single snippet works
I press Ctrl + J and there is only default
Restart tried, in other folders too, everything does not help

This is not a snippet, but code templates, they are available when creating a new file. Snippets are Live Templates.
