Why don't browsers see Java plugin when JRE and JDK are installed?

There are computers with Windows 8.1 x64 installed. They have a Java-JDK&JRE development environment installed, which works without problems. But when I try to run java applets in the browser, I get an error install Java plugin. How to fix this error?
