Why doesn't XML see XSLT?

In general, this is the case. There are documents - .xml and .xslt
At connection xslt in xml - he does not see it. That is, we open xml using a browser - and all the data that we have in xml is simply collected in a heap.

Maybe that's what xslt does, which puts everything together?
usually the browser adequately displays the xml file
