Added a user under which he is logged into the group with the command I sudo adduser vasya wireshark
start wireshark - he does not see the interfaces. If I run it from the console with sudo, it sees it.

If you didn’t reboot after that, then at least log out of the profile and log in again. Until then, changes to the user's groups will not take effect.
