The essence of the problem is that when you try to connect to several openvpn networks, only one connection is connected. Although several virtual devices are installed.
This problem only appeared on Win10. On WinXP, Vista, 7, 8, 8.1 - there was no such problem.
The necessary number of virtual drivers was created and everything worked as it should. at least 10 connections.
The first problem appeared in Win8, then the solution was the newly released new drivers 9.9.2_3 and 9.21.1, the latter, judging by the description on the openvpn.net website, is just for WinVista and older ... that is, I updated the drivers to a new one and connected quietly to 3-4 openvpn networks.
In Win10, on the first connection everything is fine, on the second it gives an error:
Createfile failed on TAP device: \\. \Global\{various values}
All TAP-Win32 adapters on this system are curently in use.

I'm not sure if this will help, but as a hint, it will fit. In Win 7 (I don’t remember about HP anymore, but in Vista and 8 the same way), the OS creates 10 hidden network connections (you can run a search in the registry - Local Area Connection and find them - HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Network) . With TAPs it is simpler, there are fewer of them, but one more than required (apparently in reserve). In Win 10, there are only one such connection.
It is possible that you can overcome by manually installing these "devices" (as "old" for example).
