Why doesn't Webstorm switch keyboard language?

Everywhere the language switches, in the browser both in Russian and in English he writes, and in the IDE only in Russian. Why is that? :(

Such a bug happens not only in Webstorm, but in all Jetbrains products :-(
At least I would add Idea and PhpStorm to this list.
I always thought that this was related to Punto switcher, but apparently not.
