Why doesn't webpack generate html file if html-webpack-plugin is installed?

I have everything spelled out as it should, but still does not generate html

maybe not the correct path to the file? filename: './src/...' usually in dist
like localhost/src/youhtmlfile.html
or npm run build doesn't generate html?
