Why doesn't webbrowser open a file with a Russian name?

c# wpf project.
When I try to open a pdf file with a Russian title
webBrowser.Navigate(fileFullName);
, I get an error: "Can't find " file:///C:/Users/Reader/AppData/Local/Temp/СагÐ... ".

There are no problems with English titles .
