Why doesn't Visual Studio 2019 comment code?

Download Visual Studio 2019 Community. I want to comment out a certain block of code, but when you press the necessary combinations (ctrl + k, c), this does not happen, only the line is highlighted and that's it.
The button responsible for commenting on the taskbar also does not work, only the text is highlighted.
How to fix?

Enter the settings and enable the desired combination of hot keys. By default, settings for some C # could turn on. At the first start there was a dialog with a choice of interface settings.
