Why doesn't validation work normally on more than 12 fields?

I have a form with 25 fields. When I display all of them, firstly, when information is not entered into some field, the bootstrap prompt does not pop up, and secondly, there are optional fields in this form and when you display more than 12 fields in the form, you cannot leave them empty. How to fix it?
