Why doesn't Tor give out a new ip address? How to get it?

I have a script that works like xdotool. The essence of the project is to get likes on one site. The site gives the user the right to vote by ip. I started using Tor as a proxy, but it gives out a new ip with a long period of time, about 10 minutes. I noticed that when using new bridges, Tor gives out a new ip more often. What is the principle of its issuance? How can I increase the frequency of issuing a new ip address? I will be very grateful for the answer.
