Why doesn't the webhook receive notifications via the telegram comment widget?

There is a telegram discussion widget https://core.telegram.org/widgets/discussion .
Why, if you write to the chat through it, then telegrams are not sent changes to the webhook?
And if you write in the chat itself, then they come.
