Why doesn't the unity tweak tool work?

Hello. Installed ubuntu 17.10. Unity tweak tool installed from app center. When you try to change any parameter (the size of the icons on the panel, the position of the sidebar, etc.), there are no changes in the system. What is the problem?

Obviously 17.10 comes without unity by default
