Why doesn't the touchpad work correctly everywhere?

It costs mint 18.2 with xfce, installed compiz (if it has something to do with the problem). In the settings I turned on the "reverse scrolling direction". It works in the browser, it works in sublime text, and in the settings themselves (settings manager) it also works as it should, but it refuses to work in nautilus, ICQ, telegram. Maybe someone has come across something similar?
