Why doesn't the template for the post type of the new post type work?
new record type technique, I create single-technique, but it doesn't work

Try
'rewrite' => true,
to specify instead of rewrite

'rewrite'               => array('slug'=>'technique', 'hierarchical'=>false, 'with_front'=>false, 'feed'=>false ),

then update the permalinks via the admin panel.
