Why doesn't the notification window appear?

With this setting, no text import / export window appears, where you can select the type of insertion (with or without style)
What's the problem and how to get to this window? I import from the clipboard, when importing from a file, everything is ok.

Copy text from Word'a or something similar with clipboard support to rtf
Select the menu item Edit-Paste Special-RichTextFormat if you want to get a dialog,
Edit-Paste Special-Text if naked text with default font settings
If you paste past "paste special" then get the ole object's paste
