Why doesn't the migration to Universal Analytics complete even though the new code has already been inserted?

We made the transition to Universal Analytics, which consists of two steps:
1. Initiating the transition
2. Deploying new code
We successfully completed the first step, then took the new proposed code from analytics.js and pasted it. But for some reason the second step still remains unclosed. At the same time, there are no buttons like “Check the inserted new code” anywhere, i.e. as I understand it, this GA code should check automatically.
Tell me what could be the problem? The inserted new code can be viewed at darudar.org And below I provide a screenshot from GA of what this unclosed step looks like.

Congratulations, you have switched to Universal Analytics.
Your code is new, in the GA admin panel there are new items. Here you correspond to these parameters https://developers.google.com/analytics/devguides/....
The only problem I see and which theoretically can influence is that the code is located at the end of the page. And Google recommends placing it in the head https://support.google.com/tagassistant/answer/305...
