Why doesn't the link next to dropdown work?

There are 2 links in the code. One dropdown the other is not. So which is not dropdown (see text) does not work next to dropdown. Those. it is displayed but not clickable. If I comment on the dropdown, then the link starts working. How to solve this problem?
