Why doesn't the HTML validator see elements in the DOM?

There is a site on Bitrix cms, I check it using the https://validator.w3.org/ service. But I tried another.
The problem is that it indicates the absence of title / doctype and so on, but they are. And so on all pages of the site. Screenshot example. What could be the reasons?
