Why doesn't the geolocation plugin work on a Wordpress site?

The site has a WT Geotargeting Pro city selection plugin. It works in chrome, but it doesn't work in mozilla and yandex.
There are warnings related to kukki in the console.
As I understand it, something needs to be registered on the server so that browsers eat cookies.
