Why doesn't the external merge utility run in SourceTree?

Good afternoon.
SourceTree doesn't want to run any external merge utility.

Sequence of actions:
1. Install any of the recommended utilities. For example AraxisMerge.
2. In the settings I set:


3. On the conflicting RMB file => Resolve conflicts => Run an external merge utility
4. A window appears:

5. A BASE file is created and nothing else happens:


Exactly the same situation with all the recommended utilities ...

Tell me , please, how to treat such trouble?
