Why doesn't the express command work in the node.js console (Windows 8.1)?

Note: I have Windows 8.1, answers like "Move to Unix" are not accepted.
The express command in the Node.js console does not work. Installed Node from office. site, the node and npm commands work, installed express both globally and locally, but the express command does not work, maybe you need to write some paths (path) in the system?
