Why doesn't the domain DNS server delete old records?

There is a domain controller 2008r2 on it the DNS service is spinning. There are a lot of old records in the forward and reverse lookup zones that are not reliable. There are also duplicate entries with different ip addresses. Dynamic Update set to "Secure Only"
