How to make the window scale larger in VSC?
ctrl + works and zooms in, but does not want to reverse.
What is the problem and how to increase the scale?

First, look at what is binned View: Zoom Out in VSCode.
If on ctrl -, then some system keybind overwrites the ctrl action - and you need to look in the OS hotkey settings for which one.
