Why doesn't the application update appear in the general list of updates?
I am rolling out the update to the Working version in the Google Play Console. The app is being tested. The "Update" button appears on the application page on Google Play, but users do not have an update on the general application list screen on Google Play, what could be the reason for this behavior?

A) managed publishing. After moderation, you decide when to pour for users.
B) phased implementation. You choose the countries yourself and the percentage of who will receive the update. A minimum deployment of 10 thousand seems so.
