Why doesn't the ADB connection authorization dialog open on the smartphone?
Good day dear residents of the toaster! Please help! MAYDAY!!! When trying to connect an Alcatel One Touch smartphone to ADB, a dialog does not open in which you need to agree to allow the computer to access USB debugging. Tried through Anroid Studio and directly through ADB itself. Both methods end with the fact that the software asks you to allow the connection directly on your smartphone, and this is where our fascinating story comes to a standstill. In ADB, the device status is UNAUTHORIZED .
And what is also remarkable and not clear is that the Alcatel ADB Interface device appears only when the phone is turned off, and there is no such device when the device is on.
Please help if you can, thanks in advance.

Apparently, authorization has already been denied earlier. Go on the device to the developer settings section and click "Revoke USB debugging authorization" (translation may vary).
Restart the server:
adb kill-server
adb start-server
