Why doesn't Systemctl work?

When I try to stop it says something

Authorization not available. Check if polkit service is running or see debug message for more infomation.

if you write sudo it will come out:
unable to start /etc/sudoers: Permission denied
Before this error, apparently, they wrote chmod -R 777 /
When I restored the input, I wrote chmod -R 644 /etc/
how to return chmod in the etc folder?
Or how to disable iptables without systemctl
