Why doesn't secure connection work in Chrome browser?

I ran into a problem on a friend's computer.
Why does a secure connection not work in the Chrome browser? But http does. Mozilla works in all types of connections.
Certificate error.

I googled. Changed the date, as advised, but vseravno.
