Why doesn't scrolling the editing window with CTRL+UP/DOWN combinations work?

Greetings. While reading one of the sublime guides, I found interesting hotkeys that make it easier to work in this editor, but for some reason they are not supported by me, namely the CTRL + UP / CTRL + DOWN combinations that allow you to scroll the editing window.

Preferences -> Key Bindings - there you will find all keyboard shortcuts
