Why doesn't routing work in Symfony 3?

Just recently, I literally set it up and everything worked, but now it gives out 404:



Everything seems to be according to the manual. What could be the problem? Apache 2.4, PHP 7

symfony.local/ app_dev.php /lucky/number had to be typed
After php bin/console cache:clear --env=prod --no-debug, it began to open at the usual address as well.
