Why doesn't rm clear memory in ubuntu?

In general, I made a backup, messed up with the keys, stopped and deleted the backup with the rm command, as a result, the file disappeared, and the memory was not freed, how to fix it?

Perhaps the backup process was not killed and continues to write.
