Why doesn't PyCharm see the module?

The package has 2 modules utils and parser. But for some reason I cannot import utils from parser, pycharm highlights in red, although if you call one of the utils methods, it will work. Tried to rename. What is the problem ?

It needs to be connected in the program itself, as I remember. Now I can't tell you exactly where to open it.
